The Volunteer vote is $11,417 less the increase of $7,800 caused by the appoint- ment of Captain Pritchard as paid Commandant being more than counterbalanced by a reduction in the votes for capitation grant, outfit for officers, purchase of reserve ammunition, arms, &c., for recruits.
Public Works Department - staff; increase
$75,148. $58,521 of this is exchange compensation, $5,258 is due to the difference between old dollar and new sterling rates. (There will be a saving of nearly $2,000 if we can appoint the new Assistant Directer on £600, as proposed).
The salaries of the two new Assistant Engineers from home rise to £480, not £420; and we have told him to put Mr Haggard's salary (Note 5) on sterling terms. See 39967.

The increase in the votes for Public Works

Annually Recurrent e more or less satisfactorily explained in the Memorandum; and I have dealt with it in the earlier part of this memorandum. The same applies to the increase in the Public Works Annually Recurrent, chargeable to Water Account.
Of the Public Works Extraordinary there are 33; nine of which are on the list which it is proposed to defray from loan. Of the rest, only six are quite new. Among the old items, the cost of the new Harbour Master's Office has been increased from $75,000 to $150,000. This is explained as being due to an in- adequate estimate! The Survey of the New Territory.
